FT: France 23-21 Tonga.

France have beaten Tonga 23-21 to join England in the quarterfinals and maintain their record of always reaching the knockout round.

They led 17-0 but Tonga pulled back to within two points after a converted try from flanker Zane Kapeli with one minute left on the clock.

England and France have three wins each and they will play to decide top spot in Pool C next Saturday.
