Sergeant Fannie Nkosi, a Gauteng Organized Crime Unit officer, grilled for sharing a police document detailing suspects involved in chrome theft in Mooinooi, North West Province, with businessman and taxi boss Steve Motsumi.
Nkosi has been accused of being untruthful regarding his reasons for frequently sharing confidential police information with civilians.
His testimony revealed that he shared a classified police document with Motsumi on May 27, 2025, concerning alleged chrome thieves before their court appearance on May 29, 2025.
The document in question stated that police were still tracking the potential buyer of the chrome.
Nkosi: “I am sending this to Motsumi to praise the good work that the police have done because he is concerned that police are not working, people are not protected.”
However, Nkosi’s explanation did not sit well with commissioners, who berated him for sharing confidential information with a civilian.
While Motsumi has not been implicated in any large-scale corruption, several witnesses at the commission have mentioned his name as someone close to suspected crime bosses and the higher-ups in the country’s law enforcement sector.
The commission also heard that WhatsApp communications between Nkosi and suspended deputy national police commissioner, Shadrack Sibiya, are under scrutiny.
Nkosi previously testified that Sibiya had forwarded him a document relating to an inquiry into alleged kidnapper Ismael Nangi, instructing him to show it to Vusimuzi “Cat” Matlala. Nkosi said he understood from prior discussions that he was expected to act as an intermediary between Sibiya and Matlala.
Nkosi denied having any knowledge of allegations that kidnapped Pretoria businessman Jerry Boshoga was moved to Nangi’s home during a police raid on Matlala’s property in December 2024.
Boshoga had disappeared the previous month after reportedly attending a business meeting in Centurion. Nkosi acknowledged that he was aware of allegations linking Matlala to the kidnapping.
Matlala faces a string of serious charges, including attempted murder, conspiracy to commit murder, fraud and defeating the ends of justice, linked to incidents that allegedly unfolded in Johannesburg between 12 and 17 October 2023.
He is accused of plotting the murder of his socialite girlfriend, Tebogo Thobejane, and two other complainants. His co-accused – wife Tsakani Matlala, Nthabiseng Nzama, Musa Kekana and Tiego Floyd Mabusela – are also charged alongside Katiso “KT” Molefe over the April 2024 murder of Q Tech engineer Armand Swart in Vereeniging.
A murkier picture about Matlala emerged when the Madlanga Commission heard that Matlala, through his security company, had an agreement with the Ekurhuleni Metropolitan Police Department (EMPD) to supply surveillance technology, suspect-tracking tools and tactical support in pursuing violent repeat offenders.
