Minister of Finance Enoch Godongwana has dismissed Government Pensions Administration Agency (GPAA) CEO Kedibone Madiehe after a disciplinary hearing found that she had breached public-finance and procurement rules.
This follows the completion of comprehensive forensic investigations conducted by three independent firms into allegations of governance irregularities and financial misconduct within the agency.
The disciplinary action was implemented in accordance with the President’s Minute No 191 of 2025 and the applicable Disciplinary Code for Senior Management Services, which delegates authority to the Minister of Finance to institute disciplinary processes concerning these allegations.
In a statement, National Treasury said, the disciplinary hearing, chaired by a retired High Court Judge and with legal representation for both Madiehe and the GPAA, commenced on February 2 and culminated in a guilty finding delivered on August 24.
A sanction of dismissal was ultimately pronounced on September 7.
“A decision of this nature, and the sanction that accompanies it, is never taken lightly. However, the evidence from the investigation and the seriousness of the transgressions required a proportionate sanction. Trust is earned through accountability, said Godongwana.”
Godongwana confirmed that Job Stadi Mngomezulu, Deputy Director-General for Corporate Services at the GPAA, will continue serving as acting CEO while recruitment processes are undertaken to appoint a permanent replacement.
He has instructed the acting leadership to prioritise governance reforms and implement measures aimed at restoring confidence in the agency’s operations.
Mngomezulu joined the Treasury more than two decades ago as Director: Financial Management before being promoted to Chief Financial Officer.
He later served as a Chief Risk Officer before taking up the role of Deputy Director-General: Corporate Services.
Mngomezulu has a Bachelor of Commerce degree in Accounting and a Masters in Business Leadership (MBL) from UNISA, National Treasury Chief Directors Programme at the Gordon Institute of Business Science (GIBS), as well as a certification in board effectiveness for Pension Funds from the International Centre for Pension Management at the Rotman School of Management, University of Toronto.
