City of Johannesburg Mayor Dada Morero has made changes to his executive following Margaret Arnolds’s election as the Speaker of Council.
Arnolds previously served as the MMC for Finance.
ANC councillor Loyiso Masuku has been appointed Finance MMC, while Councillor Sithembiso Zungu is the new MMC for Group Corporate and Shared Services.
However, the Transport portfolio remains unfilled following Kenny Kunene’s recent resignation.
The city said the appointments aim to strengthen financial governance, uphold fiscal discipline, and enhance revenue collection.
The city said in a statement on Thursday that “Mayor Morero is committed to fostering stability, which is essential for maintaining productivity and labour harmony within Johannesburg”.
“This dedication positions the city as a high-performing organisation that is responsive, professional, and attuned to the needs of its residents.
The appointments are effective from August 6.
The reshuffle occurs against a backdrop of financial scrutiny and coalition fragility.
Finance Minister Enoch Godongwana has demanded explanations for R24 billion in irregular expenditure, warning of intervention if unresolved. Masuku’s role will be pivotal in restoring fiscal health, including improving revenue from property rates and services.
